The reason 47 percent of wage earners pay no income tax is because that is the way the top 1 percent wants it. If the lower-income people paid income tax, they would have less money to spend in the economy, buying things that make the top people rich. Believe me, the rich people call the shots and if they wanted the 47 percent to pay taxes, it would happen. But, they don't want them to and that's why it hasn't happened...
