Those individuals who are weary of setting and resetting their timepieces and their internal clocks twice every year can blame Benjamin Franklin and Congress.

But if you enjoy daylight-saving time, you'll find 2007 to your liking. It will be extended by four weeks.

Under the energy bill signed by President Bush, DST will begin the second Sunday of March 2007 rather than the first Sunday of April and will wind down on the first Sunday in November instead of the last Sunday in October.

The idea of expanding DST by four weeks has appeal. We're just not convinced that Congress is finished with its fine-tuning.
