Two years ago Missourians were frustrated with an out-of-balance workers' compensation system, a state civil-litigation environment that was listed as one of the worst in the country and the lack of economic-development packages. We also faced a billion-dollar budget deficit and led the nation in the number of jobs lost.
The major pro-growth reforms we have adopted in the past two years have improved Missouri's civil liability laws, fine-tuned the workers' compensation system, encouraged business development and wisely spent taxpayer dollars. These new policies have spurred Missourians to invest more time, money and services in the Show Me State.
The investment has paid off for all citizens of the state. The state unemployment rate is the lowest it's been since 2001, with almost 50,000 jobs created in the past 18 months. Missouri's general revenue was expected to grow by 4.9 percent for fiscal year 2006.
But reality exceeded expectations. Total net collections reflected a 9.2 percent growth, which marks the most significant general revenue fund increase in at least two decades. This represents nearly a $300 million surplus.
Another sign that Missouri's economy is on the upswing is the low number of Missouri families currently receiving welfare. The Department of Social Services recently reported the lowest number of Missouri families on welfare since welfare reform began in 1996. Fewer people needing state assistance means that more people are self-sufficient and taking advantage of a booming job market.
These historical numbers indicate that the new policies, fresh leadership and diligent efforts to increase efficiency in state government have breathed new life into Missouri. Sound fiscal management and effective policy-making have enabled the state to live within its means without increasing your taxes.
This unprecedented economic upturn is directly tied to improvements made to the state's entrepreneurial climate. With your support and help we will continue moving Missouri forward, into the sun, to ensure us all a promising and prosperous future.
