To the editor: Back in ancient times -- 40 or 50 years ago -- elections may have been decided by illegal votes. Since voter registration started (in the early 1970s), I know of no vote buying or any other illegal voting. I do know that Republicans have resented the fact that black voters vote mostly Democratic. Republicans have on occasion taken subtle steps -- riding up and down in front of the polls and taking photographs -- to try to intimidate them not to vote...
