We, the Haarig Area Development Corporation, endorse, unquestionably, the design and program outlined by the Lady Luck Gaming Group for their development plans for the City of Cape Girardeau particularly for their dedicated interest in reclaiming a part of "South Cape" and their emphasis on beauty as outlined in their proposal listing 19 particular items, and all of these items can be accomplished with practically no cost to the city.

The side effects will be many. It is a known fact if someone develops and cleans up an area, people get interested and do likewise with their properties. Just imagine, all of this rehabilitation at no cost to the City, no grants, no donations, no hassle. What a benefit to the community. This is Slum clearing and Land Reclamation at its best. All of this reclaimed land will produce taxes and jobs. This is a success story for all of the citizens of Cape.
