To the editor:

Probably a most interesting and revealing scenario took place recently during Government Shutdown No. 2. Some of the harshest critics of big, complex government were observed standing in line, pleading to have their favorite federal programs put on a growing list of activities that Congress would agree to fund through next September.

Initially, the House planned to do this only for a short list of a few programs approved as important by the Senate. As Jan. 5 wore on, Republican lawmakers began urging that a second list be drawn up to accommodate dozens of other targeted appropriations. Before the day was over, Republicans had provided relief to Medicare contractors, miners for black lung disease benefits, Peace Corps volunteers, home buyers seeking FHA loans, small businesses applying for credit and many more. By late afternoon, GOP leaders directed that these targeted appropriations be made good through September.

Perhaps this should serve as a lesson for those who voice the simplistic cry of "getting government off our backs." This could be a foretaste of what will happen when extensive (and necessary) program cuts begin to run down the complex funding pipeline. Who knows. It may even affect you and me. Shucks.
