To the editor:

The Missouri Legislature has an opportunity to adopt public policy that will have a positive impact on our state and bridge the technology gap between those who have access to high-speed Internet and those who do not.

Some opponents have suggested that this legislation will place low-income Missourians at a disadvantage. I do not believe this to be true. As director of a faith-based mentoring program, I know that many of my clients have benefited from the Lifeline program that ensures telephone service remains affordable and available to qualifying people. The Internet lifeline also would ensure that low-income Missourians are protected.

We realize the increasing importance of Internet access to our participants, like being able to place an online resume and search for jobs while they are without transportation and living 60-plus miles from the nearest Workforce Investment Board, Workforce Development Board or Career Center. In addition we have some participants with businesses in rural areas that would benefit greatly from DSL access to help them be more efficient, timely and cost-effective for their customers. Legislation is needed that will turn the economy around and create good paying jobs, which is what my clients need most.

The people of Missouri have dozens of options to choose from when it comes to telecommunications, including wireless services and a host of other telecom service providers. We need the kind of investment in Missouri that will encourage economic development, jobs and educational opportunities.
