1992 Should Be A Campaign Of Differences On Issues ...if you can get through the muck and personality attacks.

Over 800 people turned out for Congressman BILL EMERSON'S fall campaign kick-off rally last Saturday evening.
Emerson emceed the event with comments from the entire Republican state ticket.
As the candidates noted, there's a major contrast on issues between them and their opponents. One hopes the public perceives the clear choices (whatever your preference may be) and vote accordingly.
For example Republican Candidate for Governor BILL WEBSTER notes that he opposes the $198 million tax increase for education that MEL CARNAHAN has proposed, and Webster is also opposed to government employee unions supported by Carnahan.
We'll be looking for position lists from Carnahan and Webster stating their positions which we'll be happy to share with you.

Bond vs. Geri Rothman-Serot
The U.S. Senate campaigns puts "KIT" BOND vs. a St. Louis County Democrat who may be more liberal than HARRIETT WOODS (but at least less hypocritical and more open in admitting it).
Rothman-Serot won the 14-cand~idate Democrat race primarily with a self-financed campaign. Woods, now President of the National Women's Political Caucus, has been helping Serot raise money across the country and most specifically in Washington, DC and Hollywood.
A review of recent statements by Serot places her almost 180 degrees different on many issues than Bond.

"I'd like to send a message back to the station to Harriett, if I could, could you just tell her that for her and for Tom Eagleton we have dedicated this race."

GUN CONTROL
"Rothman-Serot says she is supporting the Brady Bill and opposing concealed-weapons legislation in her run for the Democratic nomination for the Senate. The St. Louis County Councilwoman weighed the wisdom of taking a gun-control position--she calls it a `gun safety' position--when most statewide candidates in Missouri have avoided such a stance..."

ROTHMAN-SEROT AS A
POLITICAL INSIDER
"Rothman-Serot was a veteran of Missouri politics before she filed for the Senate seat. She managed Kenneth Rothman's successful campaign for a lieutenant governor in 1980, and was his fund-raiser for that race and his unsuccessful bid for governor in 1984."

TERM LIMITS:
"I oppose term limits as an artificial way of insuring turnover in Washington, which can result in talented and experienced legislators being forced out of office."

"Let us talk about you, my dear Marcus," said Tullius, and his voice was youthful again and eager. "For what I must tell you now is the only surety you will ever have, the only certitude. You will have duties in the world, but your first duty is to God. For that He created you, to know Him, to serve Him above all others in this your life, and to join Him forever after death. The world is truly an illusion, for no man sees it as does another man. His reality is not yours, nor yours his. There are some who will say to you:
`Politics are the most important, for man is a political animal'. Others will say, `Power is the driving force of all men, therefore to be important, seek power.' Still others will say, `Money is the measure of mankind, for only a poor thing of no consequence is content with poverty and obscurity.' And yet still others will say, `The love of your fellows is all that is necessary, therefore seek popularity.' These are their realities. They may not be yours, nor will they be the realities of millions of your fellows.
"Man must have a frame of reference," said Tullius. "Once Rome had a firm frame of reference compounded of God, country, and just law. So she became strong and mighty, upheld by faith, patriotism and justice.
"The nation which drives out God drives out its soul, and without a soul a nation cannot survive. We have a Republic, but the Republic is declining. The evil heads of plotting men are already outlined against the sunset of our life, and their swords are visible. What is it that Aristotle said: `Republics decline into democracies, and democracies degenerate into despotisms.' We have approached that day.
"Wicked men are born every generation, and it is the duty of a nation to render them impotent. When you discover a man who seeks
