Next year the federal agency in charge of airport security intends to offer a special deal for travelers. Those willing to pay a fee, submit to a background check and provide "biometric" identification such as a fingerprint or retina scan would be able to move faster through security lines.

It's a sensible plan that should improve the screening process at many airports, although it probably won't draw large numbers in Kansas City. Wait times already are low at Kansas City International. The airport has multiple security points. As Aviation Director Mark VanLoh told The Star, "No other airport is even remotely similar to ours." The Transportation Security Administration says the program, called "registered traveler," is scheduled to begin in June. It has been tested at several airports, including Orlando _ where participants zip through security in a special line, freeing up screeners to concentrate on other travelers.

Under the program, the government would conduct the background checks. Private companies would handle the signup process, issue ID cards and promote the program.

The fee is still unknown because it would be set by the private companies. In Orlando, it costs about $80.

Some groups, including the American Civil Liberties Union, correctly point out that authorities must ensure that no terrorist makes it onto the "registered traveler" list. ...

... As long as fanatics and terrorists threaten public facilities, air travel will be aggravating to some extent. Authorities should work constantly to make the screening process as smooth as possible without compromising security. Effectively pre-clearing some travelers should help the overall system function better.
