The National Weather Service cautions anyone going outside to take precautions to avoid frostbite and hypothermia that can occur in such conditions.

Today's high in Cape Girardeau is expected to reach 23 degrees, with wind chill values as low as minus 7 degrees. The forecast for tonight's low is 5 degrees, with wind chills dropping to minus 2.
