UNITED NATIONS -- Calling a Palestinian draft resolution "one-sided," the United States countered Monday with its own proposal to condemn Palestinian suicide bombings and call on Israel to cease military actions around Yasser Arafat's compound.

U.S. Ambassador John Negroponte said he wouldn't support a resolution that "fails to recognize that this conflict has two sides, that fails to condemn acts of terror and the groups that perpetrate them."

Israel said it was opposed to any new Security Council resolution on its conflict with the Palestinians, regardless of the wording.

The Palestinian draft blames Israel for the upsurge in violence, demands its withdrawal from Palestinian cities and expresses concern for the humanitarian plight of the Palestinian people.

It doesn't address Israel's security concerns or mention Palestinian suicide bombings.

including the two last week that prompted Israeli troops to surround Arafat's West Bank headquarters and demolish buildings inside the compound.
