William R. Spicer of St. Louis has been named the new director of purchasing at Southeast Missouri State University.
"We are very pleased to have Mr. Spicer join the Southeast staff," said Kenneth Dobbins, vice president for finance and administration at Southeast. "He brings expertise from several areas, including as purchasing agent for the city of Chicago and as a staff member at the University of Chicago, where he was assigned to the procurement division of Argonne National Laboratory."
In his new post, Spicer will supervise purchasing at the university.
Spicer is a nephew of the late Edward Spicer, who served as associate to the president at Southeast for several years. Spicer replaces Larry Kern who resigned from the position.
Most recently, Spicer has served as an independent consultant providing specialized management assistance to clients in the areas of human resources, marketing, finances, purchasing and international logistics.
Spicer was the sole purchasing agent for the city of Chicago from 1983 to 1985, serving as a member of the mayor's cabinet. As purchasing agent, he supervised the purchases of all supplies, services and construction required by the city.
In addition, Spicer brings to the university his experience as a program manager with Cadillac Cage Company in Michigan, an assistant director of the Illinois-based Argonne National Laboratory procurement division, an engineer with Chevrolet, and a lieutenant colonel with the Army Corps of Engineers.
