Kelly Gellispie of the Missouri Chamber of Commerce will discuss taxpayer-financed elections at 7:14 Thursday morning during the Cape Girardeau Chamber of Commerce's "Chamber Means Business Breakfast" at the Holiday Inn.
This marks the second "Chamber Means Business" breakfast.
