Some of the points stressed by the five finalists for a super-maximum security prison during their meetings with Corrections Department officials:
-- Alexander County: Two years free water and sewage, motel discount rates for department staffers; $1 million loan pool for home purchases; labor agreement not to strike during construction; close to Shawnee Correctional Center.
-- Jackson County: 100 acres near Illinois 13 to be donated; close to airport and Southern Illinois University; isolated site.
-- Macoupin County: will provide land and utility improvements; easy access; central location.
-- Pittsfield: 95 acres; free site preparation and utility hookups, including water, sewer, electric and gas.
-- Vandalia: existing prison means strong community support and ease in building a second; site already owned by state, cutting costs and red tape; will pay for improvements.
