The south end of the Cape Girardeau was battered with about 1.77 inches of rain within one hour, according to the National Weather Service in Paducah, Ky.
Power was out around the West Independence area affecting many intersections, according to the Cape Girardeau fire department. Some were without power past 8 p.m.
Traffic was reported moving slowly in the flooded intersections, and a few minor traffic accidents were reported.
The National Weather Service predicted more scattered thunderstorms through Tuesday, with the usual ninety-degree weather returning by Wednesday.
