The St. Louis Post-Dispatch reported that Alderwoman Marlene Davis is proposing legislation making it a violation to wear pants below the waist if it exposes skin or undergarments

A few municipalities in the St. Louis area have similar laws. Some civil rights groups say the laws restrict personal expression. Davis' proposal provides for a fine of up to $500 and up to 90 days in jail for offenders.
