The chairman of the St. Charles County Council was in Cape Girardeau Friday to announce his candidacy for state treasurer.

The chairman, Carl Bearden, made a pitch for a "Republican revolution" at the University Center on the Southeast Missouri State University campus. He said Missouri was "stuck in the past" because of the state's 40-year, one-party rule in the Missouri General Assembly.

A Republican legislature and Republican state executives need to be put in place so "the people will have a better voice in government," he said.

Bearden said he wanted to be state treasurer in 1997 because of the current treasurer's ineffectiveness at working with the legislature. He said he was announcing his candidacy early because a lot of work had to be done to uproot a Democratic incumbent.

"I know this will be tough," he said. "That's why we're getting out here early and letting everyone know who we are."

Bearden's stop in Cape Girardeau was part of a two-day tour to announce his candidacy.
