America is known as the land of opportunity. Charlotte is known for providing opportunities.

She served as executive director of the Cape Girardeau County health department from 1975 to 2012. Under her leadership, access to health-care services grew substantially, including an increase in the number of immunizations provided, the development of an environmental service division, access to HIV testing and additional program development.

Charlotte was instrumental in obtaining a mill tax to support public health in 1986, helped secure a grant to fund Cross Trails Medical Clinic and was instrumental in the development of Christmas for the Elderly. She served on the Regional Homeland Security Oversight Committee and helped secure a grant to provide emergency disaster trailers and disaster teams.

Charlotte also provides opportunities for animals in need. In 1978, she was a founding member of the Humane Society of Southeast Missouri. She still provides leadership, financial and volunteer support.

She works with the Department of Corrections to grow the local P.U.P.S. and P2P programs, which provide opportunities for people as well as animals. She has been involved in numerous animal rescues and community education events, as well as secured funding to provide free or low-cost spay/neuter clinics.

In 2005, she was recognized by a Missouri House resolution for her contributions. In addition, the Girl Scouts honored Charlotte in 2007 with a Women's Impact Award for serving as a positive role model for women and children.

When people think of America, they think of opportunity. Because of Charlotte's efforts, this region has many more opportunities.
