Explaining the vote, RCGA Executive Director Gregory Williams said passing the amendment would jeopardize the state's 15-year highway plan, which RCGA has supported as a key to economic development in Southeast Missouri.

"The RCGA respects any effort to control taxes, but this proposal is not the answer," Williams said. "Our board feels the amendment is poorly written and extremely confusing."
