Capital Bancorporation Inc. has announced a number of promotions effective Dec. 31. They are:
Lisa J. McDowell, from assistant vice president to vice president. McDowell, of Jackson, has been with the bank since 1980.
Richard E. Robert, from assistant data processing manager to vice president and assistant data processing manager. Robert, of Cape Girardeau, has been with the bank since 1987.
Jeffrey L. Bierman, from marketing officer to assistant vice president and marketing officer. Bierman, of Jackson, has been with the bank since 1982.
Patricia L. Smith, from assistant controller to controller. Smith, of Jackson, joined the bank in 1990.
Marcia D. Schwab, from assistant cashier to assistant vice president and manager, check processing. Schwab, of Cape Girardeau, joined the bank in 1972.
Sharon K. Broom, from administrative assistant to assistant to the president. Broom, of Cape Girardeau, joined the bank in 1986.

Martha Hager DeGraff, formerly of Jackson, a supervisory trial attorney in the U.S. Department of Justice in Washington, D.C., has been appointed administrative judge to the General Services Administration.
She will preside over disputes between vendors and civilian agencies and over protests brought by vendors against procurements by federal agencies.
DeGraff is a cum-laude graduate of the University of Missouri. She received her law degree from American University of Washington, D.C. She joined the Justice Department in 1987. From 1978 to 1987, she was with the Department of Agriculture as an attorney adviser for the Farmers Home Administration.
DeGraff is a 1971 graduate of Jackson High School. She is the daughter of Kenneth and Vera Hager of Jackson.
