MEXICO, Mo. Mike McGannon, who served as president of the former First Federal Savings and Loan of Southeast Missouri in Cape Girardeau from March 1987 to August 1989, has been promoted to president and chief operating officer of Optec D.D. USA Inc. in Mexico.

McGannon left Cape Girardeau to accept a position as senior vice president with Optec, a Japanese firm, in 1989. He succeeds Yoshiaki Shibusaway, who has been named chairman of the board and chief executive officer of Optec Sales Inc., of America, a new firm at Chesterfield, Mo.
