POPLAR BLUFF, Mo. -- Longtime city attorney Wally Duncan submitted his resignation Friday to interim city manager Mark Massingham.
Duncan explained his decision to resign after 27 years is based on a change in the city council.
"In recent weeks it has become apparent to me that the majority of the City Council sees the need to change the direction of our city government," Duncan wrote in his resignation letter. "This became most evident with the decision to terminate Doug Bagby's contract as city manager. In my years of practice I have learned [that] an attorney must have the confidence and trust of the client in order to successfully represent that client. As I no longer feel that I have the confidence and trust of a majority of the City Council, I am notifying you of my decision to resign."
Duncan noted that a city ordinance requires a two-week notice period, but requested a shorter time frame. He said he would like to retire Friday.
In his letter, he also talked about his experiences while working for the city.
"From a professional standpoint, the job has allowed me to gain experience in many different areas of the law. I have found it to be challenging, rewarding, sometimes frustrating, but always interesting," Duncan said. "Personally, I have developed many close friendships among my colleagues who work for the city, and I can truly say they are some of the most honest, hard working and dedicated people I have ever had the privilege to know."
Duncan concluded his letter with, "I can honestly say that I have given it my best effort. I leave with many good experiences and many warm friendships."
On May 6, Bagby was fired from his position as city manager. Mayor Angela Pearson has said no more firings are expected to take place.
