Sandra Moore of St. Louis has been appointed to the Southeast Missouri State University's Board of Regents.

Moore, chief executive officer of Family Investment Trust, is a key player in a statewide reform effort to shift the balance of authority and responsibility for delivery of children and family services from state government to the communities in which the services are offered.

Moore replaces Loretta Walker of St. Louis, who worked for Southwestern Bell and served less than two years on the board. Walker relocated to Sacramento, Calif., to take a position with the company there.

Walker's term as a regent officially expired on Jan. 1, 1999. The position has been vacant since that time.

Moore's term is set to expire on Jan. 1, 2005.

Gov. Mel Carnahan named Moore to the Board of Regents on April 21.

The Missouri Senate Gubernatorial Appointments Committee is set to hold a confirmation hearing on May. 3.

Moore is scheduled to be sworn into office at the May 12 meeting of the Board of Regents.

"Southeast Missouri State University is an outstanding university," said Moore. "I'm very attuned to Southeast."

Moore said she learned about Southeast in dealing with Caring Communities and job training as part of her former job as director of the Missouri Department of Labor and Industrial Relations.

"The southeast region of the state is doing all kinds of innovative things with Southeast Missouri State at the lead," she said.

Don Dickerson, president of the Board of Regents, welcomed Moore's appointment.

"Sandy will give us great insights regarding the St. Louis area and she will be a great representative on the board for the St. Louis area," he said.

"She can offer us some real help on how to better serve the students from that area," said Dickerson.

In addition to her duties with Family Investment Trust, Moore is serving as a visiting professor at Washington University's George Warren Brown School of Social Work. She also is assistant editor-in-chief of St. Louis Lawyer Magazine.

She is a former president of the Washington University Black Alumni Council, served on Washington University's Board of Trustees from 1994 to 1997 and is a member of the Missouri Bar Association.

She previously worked as an administrative judge for the U.S. Equal Employment Opportunity Commission.
