Police spokesman Jason Selzer said the council had apparently been inactive since 2002, but still had money in its account. Selzer said that over the past two years, eight checks had been written on the account at different locations in the city.

An officer in the council discovered the missing money while looking over accounts.

The current treasurer for the council, Carol DelVecchio of Southeast Missouri State University, declined comment.
