Julian is accused of using unnecessary and unwarranted deadly force in shooting Zachary Snyder, 23, on Feb. 14, at a Themis Street apartment complex.

Julian was attempting to serve a warrant on Snyder, a parole jumper, and allegedly shot him in the back of the shoulder as Snyder made a sudden movement as if to take off running. Snyder was pronounced dead at a hospital.

Julian has been placed on administrative leave and forced to turn in his firearm certification card effective immediately after the incident, in accordance with policy, said Brian Hauswirth, spokesman for the Missouri Department of Corrections.
