JACKSON -- Citing a lack of time to devote to his office, Fred Leimer resigned Monday night after serving five years on the Jackson Board of Aldermen.

Leimer, who has a construction business and was married within the past year, said he was resigning with mixed emotions. But he noted that regular board meetings represent only about one-fourth of the time required to be an alderman.

"I didn't feel I had the time to do that extra work," he said.

Mayor Paul Sander presented Leimer with a plaque and praised him as a "dedicated, level-headed think-before-speaking-type alderman."

Sander plans to recommend someone within 30 days to fill Leimer's term, which will end in April. He welcomes written applications.

In other business, the board:

-- Approved the city's application to participate in the Cops in School Grant. The federal grant will pay 75 percent of the cost to place a police officer in the city schools beginning in August. The city and the Jackson R-2 School District will share the other 25 percent of the cost.

City Administrator Steve Wilson said the officer will do routine police work when school is not in session. He said the city and the schools will consider adding a second officer after the coming year.

The grant is good for three years. After that, the city and the schools would have to negotiate an agreement to continue having police in the schools.

"We're excited about getting that started," Wilson said.

-- Denied an application by Mrs. Joan Asher to rezone property at 1556 Orchard Drive from R-3 (general residential) to C-1 (local commercial). Asher had requested the change so the property could be sold to a dental clinic.

The Planning and Zoning Commission had voted against the request, requiring three-fourths approval by the aldermen. The vote was 4-3 for approval, so the rezoning request was denied.

But the board added the property to a motion to consider issuing special-use permits for the Asher-owned property at 522 Broadridge Drive and 1504 Orchard Drive in lieu of considering zoning changes.

-- Amended the Stop Street Schedule to include stop street designations on Ohio Street at Jefferson Street.

-- Approved the final plat of Jackson Trail Commercial Park Subdivision as submitted by the City of Jackson.

-- Approved the final plat of Seiler Condominiums as submitted by Omar Seiler.

-- Approved the preliminary plat of Green Meadows Fifth Subdivision as submitted by John Lichtenegger of Appleton Valley Farm Inc.

-- Approved the rezoning of property owned by Equity South, L.L.C. and described as Klaus Park Village Subdivision from R-1 (single-family residential) to R-2 (single-family residential), R-3 (general residential) and C-2 (general commercial) as submitted by James C. Green.

-- Set a hearing for 7:30 p.m. Aug. 2 to consider the rezoning of property addressed as 2854 E. Main St. from R-3 to C-2 as submitted by John Lichtenegger of Appleton Valley Farm Inc.

-- Defeated the rezoning of property addressed as 1556 Orchard Drive from R-3 to C-1 (local commercial) as submitted by Joan Asher.

-- Approved a motion to invoke Section 29-15 (10) of the City Code giving official notice the Board of Aldermen will consider issuing special-use permits for the establishment and operation of a professional office, medical or dental clinic at 522 Broadridge Drive and 1504 Orchard Drive in lieu of considering requested zoning changes. The board also added 1556 Orchard Drive to the motion.

-- Approved Pay Request 2 to Lappe Cement Finishing Inc. in the amount of $169,247.98 under the East Main Street Extension Project Contract.
