Kinnison, a 23-year veteran with the Cape Girardeau Police Department, is supervisor for training and community affairs.

As of today, he assumes new duties as captain of operations at the police department.
Kinnison has a bachelor of science degree in criminal justice from Southeast Missouri State University and a master's degree in justice administration from Southern Illinois University at Carbondale.
