JACKSON, Mo. -- The city approved new regulations governing the construction of non-potable irrigation wells Monday night, paving the way to OK two requests to build wells.
The regulations limit the depth of the wells so that they do not take water from the city's aquifer, and they restrict the pumping capacity to 70 gallons per minute. The city retains the right to inspect the irrigation wells, which must meet Department of Natural Resources design, construction and maintenance standards.
One of the requests to drill a well came from Ron Clark, who is building a nine-hole golf course on his property at 1600 N. High Street. Clark said one of the wells will be used only for backup in case the other fails.
The other request was from James Vangilder for property at 1692 Ridge Road.
In approving the requests, Mayor Paul Sander pointed out that all requests for non-potable irrigation wells will be approved or rejected on a case-by-case basis, but any well approved will have to meet the new requirements.
The Missouri Highways and Transportation Commission has responded to the city's request for temporary traffic control measures on Highway 34-72 at Route PP. Chairman S. Lee Kling has asked MoDOT director Henry Hungerbeeler to review the problems at the intersection.
Scott Meyer, MoDOT's Southeast Missouri district engineer, has informed the city that his office will perform a count of the vehicles using the intersection from 6 a.m. to 6 p.m. on weekdays.
In a letter to the city, Meyer said traffic volume at the intersection was last measured in October 1998 and needs to be counted because of recent development in the area. But he pointed out that Highway 34-72 is scheduled for improvements that have not yet been funded.
In other business, the Board of Aldermen:
* Authorized a contract for $56,565 with Apex Paving Co. to upgrade asphalt streets in the city.
* Changed the regular board meeting date from Oct. 2 to Oct. 9 because a quorum of the board will be attending the Missouri Municipal League Conference in Springfield Oct. 2.
