Approved the semi-annual financial statement.

Set a public hearing for Aug. 18 to consider the 2003 tax rates for parks and recreation, general revenue, cemetery and band.

Set a public hearing for Aug. 18 to consider the 2003 library tax rates.

Accepted a petition for the voluntary annexation of 7.59 acres of property on Indian Parkway, as submitted by Diamond K Development, L.L.C., and set a public hearing for Monday, August 18.

Approved Change Order No. 1, to Robinson Mechanical Contractors, Inc., of Perryville, Missouri, to increase the contract amount by $75,000.00, relative to the Water Supply Well No. 7 Project.

Approved Change Order No. 2, to Robinson Mechanical Contractors, Inc., of Perryville, Missouri, to decrease the contract amount by $92,233.04, relative to the Water Supply Well No. 7 Project.

Approved Change Order No. 1, to Schultz Engineering Services, Inc., of Poplar Bluff, Missouri, to increase the contract amount by $8,620.00, relative to the Jackson Industrial Park Electric Line Extension Project.

Accepted the bid of Fletcher-Reinhardt Company, of St. Louis, Missouri, in the amount of $62,629.23, and authorizing the purchase of electrical distribution hardware, relative to the 34.5 KV Intertie Line -- Phase II Project.

Accepted the bid of Diversified Electric Supply Co., of North Little Rock, Arkansas, in the amount of $43,823.47, and authorized the purchase of electrical distribution hardware, relative to the 34.5 KV Intertie Line -- Phase II Project.

Accepted the bid of Arkansas Electric Cooperatives, Inc., of Little Rock, Arkansas, in the amount of $4,332.00, and authorized the purchase of electrical distribution hardware, relative to the 34.5 KV Intertie Line -- Phase II Project.

Accepted the bid of Kluesner Concreters, of Scott City, Missouri, in the amount of $43,515.00, for concrete foundation construction, relative to the Electric Distribution Department Maintenance Building Project.

Authorized a contractual agreement with Kluesner Concreters, relative to concrete foundation construction, under the Electric Distribution Department Maintenance Building Project.

Accepted the dedication of a Water Line Easement Deed, from Robert and Cynthia Lichtenegger.

Street Committee

Set a public hearing for Aug. 4 to consider the abandonment of East Madison Street, between South Hope Street and the Jackson, Gordonville and Delta Railroad Company property, as requested by the Immaculate Conception Church.

Set a public hearing for Aug. 4 to consider the abandonment of South Ohio Street, between East Madison Street and East Monroe Street.

Set a public hearing for Aug. 18 to consider proposed amendments to the Land Subdivision Regulations, relative to additional street pavement widths.

Set a public hearing for Aug. 18 to consider the rezoning of 1517 W. Jackson Blvd, from R-2 (Single Family Residential) District to C-2 (General Commercial District, as submitted by Dave and Sandy Miller.

Set a public hearing for Aug. 18 to consider the rezoning of Lots No. 6, 7 and 8 of Running Ridge Subdivision (563 and 581 Broadridge Drive) from R-3 (General Residential District to 0-1 (Professional Office) District, as submitted by Calvary United Pentecostal Church.

Approved amendments to the Land Subdivision Regulations, relative to subdivision density classifications and variance procedures.

Approved the rezoning of Lots No. 1 through 17 and 34 through 87, in Pioneer Orchard Subdivision, from R-1 (Single Family Residential) District to R-2 (Single Family Residential) District, and Lots No. 18 through 33, from R-1 (Single Family Residential) District to R-4 (One- and Two- Family Residential) District.

Approved a special-use permit request for the placement of a temporary mobile office unit at 228 E. Jefferson St.

Approved the minor plat of Jackson Commons Subdivision, as submitted by Narval Randol, Jr., and Amy C. Randol.

Accepted the bid of Fronabarger Concreters, Inc., of Oak Ridge, Missouri, in the amount of $269,013.15, relative to the South Old Orchard Road Improvement Project.

Authorized a contractual agreement with Fronabarger Concreters, Inc., relative to street improvements under the South Old Orchard Road Improvement Project.

Denied the minor plat of Deerwood Subdivision, Phase 2. The vote was 5-3 in favor of the plat, but it did not meet the required 2/3 majority upon disapproval from planning and zoning.
