ST. LOUIS -- A 19-year-old Illinois man has been charged with first-degree murder in connection with a downtown St. Louis carjacking in which a 9-month-old was thrown from the car after her mother was shot.
St. Louis prosecutors Wednesday also charged Ross Randolph of Belleville with first-degree robbery, two counts of kidnapping, three counts of armed criminal action and endangering the welfare of a child.
He was detained on a $1 million, cash-only bond as the search for a second suspect continues.
Twenty-one-year-old Brandi Hill of O'Fallon, Missouri, was killed Sunday night on Washington Avenue. A pregnant passenger was dragged from Hill's car.
The suspects drove away and threw the infant girl out of the car in north St. Louis. The child was unharmed, and the car recovered by police.
