Jennifer Horst, a senior at Jackson High School has been selected by a panel of distinguished educators and citizens to receive the 1999 Missouri Award for Outstanding Achievement in Citizenship. This award, presented to only fifteen high school seniors in the State of Missouri is testimony to her record of quality performance in academic achievement, extracurricular leadership, and community service.

Horst is the daughter of Steve and Carol Horst of Jackson. Jennifer has been active in Student Council, National Honor Society, Hi-Step and French Club throughout high school. She is President of her class, plays varsity soccer and is a Co-Captain of the JHS Twirlers. She is also a member of the Jackson Marching Chiefs and Symphonic Band.

Now in its ninth year, the annual Missouri Award to Outstanding Achievement in Citizenship was established by the state legislature. The recognition program is conducted by the Department of Elementary and Secondary Education, with assistance and financial support from The Missouri Bar.

Through its Advisory Committee on Citizenship Education, members of The Missouri Bar work with state and local school officials to promote citizenship and law-related education in schools throughout the state. Members of the advisory committee serve on the selection committee that evaluated the applications submitted by candidates for the year's citizenship awards.

Every public high school is eligible to nominate one senior for the award. Recipients are chosen on the basis of their good citizenship, leadership in their school, involvement in volunteer or community-service activities, and their academic record.

A special awards luncheon will be held for the recipients and their parents in Jefferson City at the Governor's Mansion on Thursday April 15, 1999. The keynote speaker will be Michael Wolff, Justice on the Missouri Supreme Court.
