Shirley Ramsey isn't sure there has been a strong community response to preventing juvenile delinquency before it happens, but a federally funded grant should help reverse that.Ramsey, executive director of the Community Caring Council, said there have been programs established to help children who were at-risk for juvenile delinquency, but nothing as complete as PACT.PACT is Parent and Child Together, a new grant-funded program to help prevent juvenile delinquency. PACT brings together area agencies like the Caring Council, Civic Center, both Cape Girardeau and Jackson schools, Division of Family Services, Cape Girardeau County Health Department, and Southeast Missouri State University to pool resources that could help families.The program is funded by the U.S. Justice Department and administered through the Missouri Department of Public Safety and the state juvenile justice advisory group.Community Caring Council and the city joined to apply for the grant. It was approved for $46,650 with equivalent in-kind matches for services. The grant will fund a coordinator at $40,810, the Chief's Club at $1,000 and GREAT at $3,840. The in-kind services also include supervision, office and meeting space.The Cape Girardeau City Council approved a resolution Monday night finalizing the grant agreement with the state. The grant had to be submitted by a governmental unit."We are all very excited about this," said Ramsey. Though the grant will include agencies that have been working together for several years, it is adding new components to their work."We want to connect the parents and strengthen the families and prevent risk," she said. A coordinator will be hired to work as a connection between families seeking help and the agencies in the community that offer such help. "We've never really had that before," Ramsey said. "We are bringing together all the resources and community services that we can to those families and keeping the kids in the home and out of trouble."
