JACKSON -- A project that has been plagued by delays and unanticipated costs is finally complete. Residents of Grandview Acres can begin the process of hooking up to their new sewer system beginning today.
The Jackson Board of Aldermen authorized the final payments on the project Monday night.
The sewer system cost $900,400 to build, well over the original $406,000 engineer's estimate. Most of those costs are attributed to rock excavation that had not been foreseen at the outset.
Grandview Acres is located on the city's southern end.
The cost of tying into the system is estimated at $2,000 to $2,500 for individual homeowners. The city also is charging about $5,000 per homeowner to pay for the lift station and trunk line.
The bill can be paid in a lump sum or over 10 years.
The city built the sewer retrofit at the request of 50 landowners who requested annexation because of problems with their septic systems.
In other business, the board conducted a public hearing on a request to rezone 1504 and 1556 Orchard Drive and 522 Broadridge Drive from R-3 (general residential) to C-1 (local commercial) as submitted by Joan Asher. The proposal is to build a dental clinic on the property.
The Planning and Zoning Commission has recommended against the rezoning but advocates a special use permit which would allow medical or dental uses for the property.
A number of people spoke against both the rezoning and the special use permits. Dr. Terry Gibbons, assistant superintendent for the Jackson R-2 School District, said traffic already is congested at the location, which is adjacent to Orchard Elementary School. If special use permits are granted, he suggested that the board require sidewalks be built on the property for the safety of students.
Those sidewalks would connect with sidewalks the schools are considering building, Gibbons said.
The board will act on the rezoning request at its June 28 meeting. That meeting has been rescheduled to June 28 because the regular meeting June 21 conflicts with the Jackson Chamber of Commercial Installation Banquet.
In other business, the board approved a contract of nearly $80,000 with a Parker City, Ind., company for tree trimming services. The purpose is to clear trees out of the city's electrical distribution system, beginning on the city's west side.
Public Works Director Jim Roach said the goal is to prevent problems caused by high winds and electrical storms. If the property owner requests trimming other than what the city wants to do, it can be performed at a cost that will be passed on to the property owner, Roach said. Because Jackson is a Tree City, USA, specific guidelines will be followed to trim the trees, Roach said.
