JACKSON, Mo. -- Proposed changes in the city's regulations governing erosion control and storm drainage had an unanticipated easy ride through a public hearing before the Board of Aldermen Monday night.
The anticipated crowd of developers armed with questions didn't develop.
Rob Litzelfelner, whose family has developed the Bent Creek Golf Course, was the only speaker at the hearing. He questioned the proposal to require a 3-to-1 slope in developments within the city, saying much of the land in Jackson lends itself more to a 2-to-1 or 1-to-1 slope.
"A 3-to-1 slope would be great, but it's not hardly possible," Litzelfelner said.
A 3-to-1 slope refers to a ratio of 3 horizontal feet for each vertical foot.
City Engineer Dan Triller and Public Works Director Jim Roach said the 3-to-1 ratio would be the standard for right-of-way the city would have to maintain but that variances could be allowed on land privately maintained.
Slopes steeper than 3-to-1 make mowing difficult and even dangerous, Triller said.
Litzelfelner also questioned a proposal to require storm sewer inlets at each intersection. The city staff agreed that every intersection should not need sewer inlets and will alter the wording before the amendments are voted on.
The changes already have been discussed and approved by the city's Planning and Zoning Commission.
The public works director said he expects the board will want to give the amendments some more consideration before bringing them up for a final vote.
