ST. LOUIS -- Republican candidates Sarah Steelman and Kenny Hulshof campaign for governor in separate stops in St. Louis as they compete for their party's nomination.

Steelman appeared Monday morning at the Ballpark Village development site to lay out her plan for repealing the city's earnings tax. She is the state treasurer.

Steelman says the 1 percent tax on city workers' income is a drag on investment and economic activity. She says she doesn't have a proposal to replace the $140 million in annual revenue the tax generates, but will work with city leaders to find a solution.
