Beth Marshall holds the Bible as her husband, Mike Marshall, left, is sworn in Friday as the new Delta Regional Authority's alternate federal co-chairman by Judge Lewis Blanton at the Rush H. Limbaugh Sr. U.S. Courthouse in Cape Girardeau. Marshall, the former mayor of Sikeston, Mo., was appointed by President Barack Obama tot he authority's second-highest position. The DRA is a partnership of counties and parishes across the Mississippi Delta region that is influential in garnering federal support for economic development, water and public safety projects in the area.
