JEFFERSON CITY, Mo. -- Republican Jason Crowell was winning the financial race in the campaign for 158th District legislative seat, campaign finance disclosure reports show.
During the latest reporting period, Crowell raised better than three times more money as his Democratic opponent, Tom Neumeyer, and nearly twice as much for the whole general election. Crowell had approximately $4,300 more in the bank than Neumeyer.
The reports cover the period of Sept. 3 through Sept. 30 and were filed with the Missouri Ethics Commission Monday.
At the end of the previous reporting period, which ended Sept. 2, Neumeyer had a $5,300 advantage over Crowell, who had spent more than $47,000 in winning a three way battle in the Aug. 8 Republican primary. Neumeyer was unopposed in his party's primary.
The two men will square off in the Nov. 7 election for the open seat in the Missouri House of Representatives currently held by state Rep. Mary Kasten, R-Cape Girardeau. Kasten is retiring. Her district represents most of the city of Cape Girardeau.
Crowell, a Cape Girardeau attorney, raised $16,040, both for the latest period and the general election, and spent $1,428.63. He reported $15,918.66 in cash on hand and $18,000 in debt.
Neumeyer, a Cape Girardeau city councilman, raised $4,940 during September and a total of $8,215 for the general election. He had $11,606.19 in the bank and $2,639.11 in debt. Neumeyer reported no expenditures.
About one-quarter of Crowell's money -- $3,915 -- came from donors contributing less than $100. Such donations accounted for 102 of his 169 itemized contributions.
Twenty donors gave Crowell the legal maximum for a House race of $275. Those donors included 10 businesses or political action committees: AGC Missouri, Alliance Blue Cross Blue Shield, AmerenUE, Anheuser-Busch Companies Inc., Life Underwriters, Missouri Progress Committee, Missouri Businesses for Good Government, Missouri Dental, Missouri Medical and Friends of Delbert Scott, the current House minority floor leader.
Ten individuals, all from Cape Girardeau, gave the limit: Barbara Narsh, Bob Fox, Carole Cozean, Charles Cozean, Gary Rust, Helen Rose, James White, James Bogle, Richard Kies and Scott Rhodes.
Prominent local Crowell contributors included former Democratic state Sen. A.M. Spradling Jr. of Cape Girardeau, $100; state Rep. David Schwab, R-Jackson, $100; Presiding Cape Girardeau County Commissioner Gerald Jones, $100; and Kasten, $25.
Sources outside of the 158th District -- primarily Jefferson City, Mo.,-based PACs -- accounted for nearly 36 percent of Crowell's money, $5,725.
Neumeyer had just 13 itemized donations, totaling $2,655. He took in another $1,700 from a fund-raising event and $585 in other small, non-itemized contributions.
None of Neumeyer's named donors gave less than $150. Nearly half of those contributions were for the maximum. Those supporters were the International Brotherhood of Electrical Workers Education Committee in Washington, D.C., the Electrical Workers union in St. Louis, Jon Zinkgraf of Highland, Ill., and Cape Girardeau residents Jayne Ervin, Jill Rickard and Jack Rickard.
Nearly half of the money Neumeyer reported from itemized donations -- $1,280 -- came from outside the district, including $675 from out-of-state relatives.
