SIKESTON, Mo. -- Bobby D. Harper, 61, was arraigned Wednesday before Scott County Judge Scott T. Horman on the felony charge of enticement of a child.

Harper is being held in the Scott County Jail. His bond is set at $100,000, and he is ordered to have no contact with children.

According to Lt. Jim McMillen of the Sikeston Department of Public Safety, the incident began at about 6:15 p.m. Friday when the child was walking to a relative's house on Olive Street.

"The child said the man asked if he could give her a ride and she told him no," McMillen said. "According to the child the man drove around the block and contacted her a second time. This time she said he told her he would give her some money just for getting into his truck."

When officers made contact with the man, they "discovered his pants were unzipped," according to McMillen.
