EAST CAPE GIRARDEAU, Ill. -- Chad and Heather Ballance were winners of the second annual East Cape Girardeau Christmas Decorating Contests for 1999.
The home of Don and Shelvy Hileman was selected second. Tied for third on the list were Catherine Williams, and Steve, Trinka and Morgan Hileman.

Judging was conducted Thursday from 6 to 8 p.m.
People from the area are invited to drive through and observe the Christmas decorations, said Carolyn Thomas, village clerk.
