KANSAS CITY, Mo. (AP) -- The driver of a car that killed a woman and her daughter in a Kansas City collision spent time in prison for a fatal crash while fleeing police in 1999.
Randy Ralstin is facing two counts of second-degree murder stemming from Monday's head-on crash that killed Tiffany Berry and 15-year-old Suavae (swah-VAY') Rouser. Berry's two other daughters had minor injuries.
On Thanksgiving weekend 1999, a car driven by Ralstin was traveling at least 80 miles an hour and slammed into a vehicle carrying three men. Twenty-year-old Willie Hill was killed and the driver was in a coma for more than a week.
Ralstin was sentenced to 15 years in prison on an involuntary manslaughter conviction but was released about six months ago.
Authorities say he was able to get a driver's license on the day he was freed.
