Cape Girardeau's draft comprehensive plan is a winner.
The Missouri chapter of the American Planning Association gave the plan an honorable mention during its annual conference Friday.
Arcturis, a St. Louis planning, architecture and design firm, earned an honorable mention in the planning category for the document.
The 20-year plan blends case studies and specific development strategies with suggestions for implementing changes. The Missouri APA's award for planning was based on originality, quality, effectiveness and implementation details.
Carol Gossett, Arcturis planning director, said the award represents more than kudos.
"Having an award means something to lenders and other decision makers," she said. "I'm hoping that it becomes an important tool for the city."
Arcturis planner Surabhi Barbhaya said the plan is a foundation for growth as well as "a living document" for the city to adapt as needs change or arise.
Mayor Jay Knudtson said the award reflects the willingness of elected officials, such as Ward 6 Councilwoman Marcia Ritter, city staff, residents and members of the city's planning and zoning commission to "immerse themselves in the process" of creating and refining the plan.
Knudtson said he doesn't agree with all the suggestions in the plan and doesn't know that all of the ideas will be acted on.
"But I'm very proud of the way this process has evolved," he said.
