Wissman, the first Democrat to file for any Cape Girardeau County office since filing began Tuesday, is a retired over-the-road truck owner and operator.

He ran against Clint Tracy, who is running for another term as presiding commissioner, in 2010 and was a candidate for Jackson School Board in 2009 and 2012.
