A Cape Girardeau development company thinks it has an acceptable plan to create a buffer between the commercial developments along Siemers Drive and the residential area along Bloomfield Road.

The plan is to create a mobile home park district with a neighborhood of mobile homes. But RAD Investments, a company owned by Robert Drury, needs permission from the Cape Girardeau City Council to create the park.

The council will consider both an annexation request for the 24-acre tract and a request to rezone the land at tonight's 7:30 meeting. The council will meet at City Hall, 401 Independence.

The land being considered for annexation is situated west of the Cape West Business Park and north of Bloomfield Road. If the council approves the annexation and the rezoning, the 24-acre tract would be the first in the city to be zoned as MH-1.

Under the plans for the park, the streets would all be designed to city standards, there would be sidewalks, trees, carports for the homes and level, front door entries to each home. There would be about 100 lots for lease.

"It would be a neighborhood as time progresses," said Roger Reisenbichler of RAD Investments.

Neighboring property owners objected to the plans at a December meeting of the city's Planning and Zoning Commission.

Neighbors were concerned about what effect a mobile home park would have on their property values and whether it might cause overcrowding within the Jefferson School District.

Most of their questions could not be answered by the commission because the answers would all be based on assumptions, said R.J. McKinney, chairman.

RAD Investments operates a similar mobile home park in the Fruitland area and hasn't had many problems within the park, developers said.

There is an increasing need for affordable housing in Cape Girdeau and mobile homes offer an alternative, they said.

The planning commission had originally expressed some opposition to the idea of a mobile home park development when it was first suggested during last summer, but the development was approved by a 7-1 vote, with one abstention.

The council is also expected to approve an agreement with H&B Farms to lease 291.5 acres of land near the Cape Girardeau Regional Airport.

Six bids were received, and H&B Farms submitted the highest bid at $117 an acre. A previous lease agreement for the land had been set at $60 an acre for 280 acres.

If approved, H&B Farms will lease the property for five years, creating a revenue of $170,527 for the city.
