Congressional candidate to speak today in Cape

Joe Allen, a Democrat running for U.S. Congress, will speak at a forum today at the Career and Technology Center in Cape Girardeau. The SEMO Democratic Rural Caucus will sponsor a barbecue fundraiser from 4 to 6 p.m. and hold a forum from 6 to 8 p.m. The forum will also feature local lawmakers or candidates, including Rep.
