CHAFFEE - Union Electric forced the Chaffee City Council Monday to pass an amending ordinance to let the Scott County R-2 School District quit paying the city's franchise tax to the utility.
The council adopted a resolution in March to exclude the district from paying the tax. But City Attorney David Summers said Monday that Union Electric didn't like the arrangement and has been taxing the district all along.
Though the franchise tax is a city assessment, the utility collects it, then pays it back to the city.
Summers said he prepared the amending ordinance to correct the problem. He said a Union Electric lawyer had indicated the ordinance is satisfactory.
The board Monday also appointed Sue Duncan and Dan Heeb to the city's library board.
