Missouri Gov. Mel Carnahan plans to visit the Cape Girardeau area Tuesday to sign into law legislation that authorizes the Missouri Highway and Transportation Commission to issue $2.25 billion in bonds to fund highway improvements.
Carnahan is scheduled to sign the bill at 3:15 p.m. at MoDOT's maintenance facility at 3359 East Outer Road North in Scott City.
