Pictured here were the three new councilmen, James Rust, David Limbaugh and Frank Bean, being administered the oath by City Clerk Al Stoverink. Mayor Gene Rhodes was sworn in separately. Robert Hendrix, president of the Cape Girardeau Chamber of Commerce, outlined a proposed half-cent sales tax increase devoted to street and bridge improvements in the city.
