A combination of snow melt and more than 3 1/2 inches of rain sent creeks on the west side of Cape Girardeau out of their banks Friday. The usual problem areas during heavy periods of rainfall again caused problems. They called it a Boy Scout "Trade-O-Ree," and scout people from the Midwest gathered in Cape Girardeau over the weekend to swap scouting artifacts, some dating back 75 years. Here, three scout leaders, Jerry Hampton of Cape Girardeau, Dick Tipton of Greenwood, Mississippi, and Barney Pelletier of Warren, Michigan, look at shoulder patches.
