Plans for a carwash and rezoning of property near the corner of Lexington Avenue and Perryville Road will be considered Wednesday by the Cape Girardeau Planning and Zoning Commission.
H&S Investments, which owns the Winks service station at 2017 Perryville Road, has presented plans to the city for a carwash next door.
But under current zoning in the primarily residential area, that type of business isn't allowed.
H&S Investments is requesting rezoning for the vacant lot where the carwash is planned from single-family suburban residential, R-1, to general commercial district, C-1. It's also requesting a special-use permit to allow a carwash business.
The proposed carwash would have one automatic wash bay, three self-service wash bays and two vacuum stations.
H&S Investments is also asking to rezone the Winks site and an adjoining strip center to a neighborhood commercial district, NC.
City planner Ryan Shrimplin said the rezonings will allow what is already there under the city's new zoning ordinance passed after the Winks was constructed in 2007. Those properties are "grandfathered in," he said.
Shrimplin is recommending the approval of rezoning and special-use permit for Winks, rezoning for the strip center property, and rezoning of the carwash property and a special-use permit for the new business. He is recommending some restrictions on the carwash development, including imposing some landscaping, signage height and lighting specifications.
Kevin Stanfield of H&S Investments said he's been working with the city to modify his plans to meet its requirements.
"We want to keep it very neighborhood-friendly, like we did Winks," Stanfield said. "We told them we would build a nice store that would resemble the neighborhood, and I think that's what we've done. We want to tie the carwash in nicely with the neighborhood so it will have the same look and colors as Winks."
Stanfield said the carwash would be an asset to the neighborhood, since there isn't currently a carwash in that area.
The planning and zoning commission will make a recommendation to the city council on whether the rezonings and special-use permits should be granted.
