At about 1:05 a.m., police responded to suspicious activity near Bloomfield and Hanover streets. A vehicle arrived on the scene and picked up an individual, according to Darin Hickey, spokesman for the Cape Girardeau Police Department. The rear-seat passenger began making "furtive" movements, Hickey said. Police pulled up to the scene and asked Heard to step out of the vehicle. Officers found what they believed to be marijuana. Heard was then arrested. Hickey had no further information.

Heard was taken into custody a year to the day that he was arrested on a Cape Girardeau County warrant for failure to appear for dangerous drugs.
